The City of Oceanside lets licensed C-10 or C-46 contractors who are registered with SolarAPP+ use it for rooftop systems on the main dwelling. Ballasted systems are not allowed. The contractor submits the design, pays the $25 processing fee that the SolarAPP+ website charges, then applies for the city building permit on the city's eTRAKiT portal with the SolarAPP+ approval document attached.
