Solar permits in Carlsbad, CA

Carlsbad has a contractor-only SolarAPP+ permit type for residential solar and battery systems. Here is what that covers and what falls outside it.

Two permit types for residential solar

The City of Carlsbad's online permit services list a permit type for residential photovoltaic and battery systems that use SolarAPP+, open to contractors only, and a separate type for systems that are not eligible for SolarAPP+. Carlsbad's municipal code, Chapter 18.25, also sets up an expedited, non-discretionary review process for small residential rooftop systems.

What SolarAPP+ does not cover

SolarAPP+ says it is designed for code-compliance checks on detached one- and two-family homes, townhomes up to three stories with their own egress and production meter, and accessory structures. It says ground-mounted, ballasted, multifamily, commercial, and homeowner-installed systems are outside its scope and use the city's traditional permit process.

Permit questions

Does every Carlsbad solar project qualify for SolarAPP+?

No. SolarAPP+ covers eligible residential systems that pass its code-compliance checklist. A ground-mounted or other ineligible system goes through the city's traditional permit process instead.

Can I pull the SolarAPP+ permit myself?

No. The city lists the SolarAPP+ permit type for contractors only, and SolarAPP+ says homeowner-installed systems are outside its scope.
